Start from the number you have to hit and work backwards. If the target is a set amount of revenue, divide by your average order value to get the orders you need, then by a realistic conversion rate to get the clicks, then by an expected click-through to get the reach. Now you know how many creators of what size the campaign actually requires.

Make every creator trackable. A unique code or a tagged link per creator turns a vague halo into attributable orders, so you can see which partnerships paid and which did not. Without that, you are guessing.

Then pick creators against expected conversion rather than raw following. A smaller creator with an engaged, on-target audience returns more orders per dollar than a big account with a broad, indifferent one. Brief them on the revenue goal so everyone is rowing toward the same number.
