Start with engagement rate

Engagement rate is the share of an audience that reacts to a post, usually likes plus comments against followers. It is a far better signal than follower count, since it shows how many people actually respond rather than how many could.

Read it against size

Engagement naturally falls as an account grows, so compare a creator against others of a similar size rather than against a fixed target. A rate well below the typical range for that size is a reason to look closer.
