It’s hard to believe that it’s time to start talking about the 2023 NEC already. Last week the NFPA Standards Council met in Boston to hear the final appeals for the 2023 NEC before the document is officially issued. Sometime this week they will (almost certainly) issue the document, and the 2023 edition will be the most current version.
At the local level, the applicable code is the version that your state, county, or city has adopted. In Massachusetts, for example, they are expected to adopt the 2023 this coming January (2023). In Indiana, well, they’re still screwing around with the 2008,
As always, there are several hundred changes, and for someone like me to start picking which ones to talk about is sort of like a mosquito in a nudist colony trying to figure out who to snack on first. I decided to highlight a change that I think is quite good, and that is the expanded allowance for concealed splices of NM cable via a listed interconnector device.
Using an interconnector device to splice NM cable is a practice with 50 years of track record. Although they were mainly used in manufactured housing, they are also allowed elsewhere. Previous versions of the Code limited their use to exposed locations or concealed locations in existing buildings for repairing damaging cables. If the product is safe to conceal in existing buildings, why would it be unsafe in new buildings? The fact is, it is safe in both and is now allowed in both.

Operation of a circuit breaker for the first time, in any condition, the likelihood or occurrence of an Arc Flash is responsibly considered to be “likely”.

(First video) the suit is not required; HOWEVER!, it was required just before this moment since it was the first time, and the other tasks he was doing immediately after did require it. It reduced the overall risk to keep him in the suit for the operations of the day to eliminate any incorrect decision. I didn’t get a video of the first time he close the switch because I was involved in those operations.
(Second Video) This was the first time closing. The IE was about 2 calories and the transformer and voltage were not likely to sustain the arc.
This was a commissioning / QC procedure where we tested mechanical operation, voltages, rotation, and we hooked up a PQM that would show the load banks when activated.
There were about 16 people taking part, in this parking lot, and not everyone took the danger as serious as they should or really even understood it. It was our responsibility to protect everyone so we made sure to barricade every AFB and we had multiple huddles and procedures to assure everyone was safe.
The load banks were all programmed to run at 80% of circuit design and service.
Finally, infrared was taken on all the equipment while under load to look for lose connections or poor contact points (there were zero because of the QC completed prior).
There are a lot of opinions that say “we don’t do anything hot”. This energized work is infeasible to do deneegized, you just can’t. But you can absolutely do it safely and controlled. It’s not for every team. Training, preparation and an ESP assure you are doing all you reasonably can.

It’s almost that time of year. We use a two-pair+ strategy to assure we’re providing safe electric shock #PPE.
This poster will change in a couple of weeks to a May or June date.
We track the gloves and know everyone’s size and dates etc. this poster serves as a back up reminder in case something slips though and provides general info.
We only use 0 gloves as we wanted more than a 500 volt rating as 480v systems in industrial areas can often exceed 500 volts when the demand on the block and the capacitors at the local station are “misaligned”.
We don’t go above 0 as we do not typically interact with systems above 480v. Gloves above zero do not provided “better” protection for this but do come at a cost of a loss in tactile dexterity.
In the second photo are some gloves that were certified but never used as we get a few spares issued so we can replace a pair if compromised in the middle of a period.

I’m sometimes asked about the different markings on products, and what they mean. Most people realize that UL is not the only qualified testing laboratory, or, as OSHA puts it, “Nationally Recognized Testing Laboratory,” (aka NRTL) but what others are there? Aside from UL, the two most commonly used in North America are almost certainly CSA and Intertek (ETL). But that are several others as well. If you search “OSHA NRTL” you will find the list of the laboratories that OSHA accepts. The NEC does not (and cannot) require any particular testing laboratory to certify a given product, and does not refer to NTRLs at all. In the informational note to 110.3(C) makes mention of NRTLs, but only to acknowledge their existence.
These slides show a few examples of marks, including acceptable marks like UL, ETL, and (sometimes) CSA, as well as some unacceptable marks, like the backwards UR and the CE mark. Notice that some marks have a small “U,” “US,” or “C” alongside them, indicating that the product is tested and listed to US standards, Canadian standards, or both. Marks like “UL” or “ETL” indicate compliance with American standards, and the “CSA” mark indicates Canadian standards, so be sure to remember which standards are the default for a given testing agency.

Grounding Equipment Conductors / Devices (Temporary Protective)
here and these are NOT the same as equipment grounding lol.
By “grounding” in this case what we mean is creating an immediate path back to abs across the system or source, and to the earth. This creates circuit with a minimal impedance which results in a maximum current flow, and minimum voltage—directly limited by the length and size of the conductors and the let through of the system or source.
When?
When it is possible that contact with other energized parts or conductors may occur or where induced voltages or stored energy may cause shock or arc flash.
Why?
To maintain a 0 or very low voltage in the system or circuit preventing shock, while also hopefully tripping an upstream breaker in the instantaneous range or at least as quickly as possible.
It may seem counter intuitive for this to stop an arc flash but these create a “bolted” connection that would also prevent arcing since there would be no gap or loose connection, and the solid connection would increase the current flow above what an arcing fault would, which would result in a faster clearing time (the breaker will shut off faster).
Equipment like this, along with training, are often a critical piece of LOTO.
