The Soviet military mission had many official tasks to achieved but in reality, they also conducted intelligence operations, not only reconnaissance, but also much more clandestine missions: recruitment, exfiltration of agents, retrieval of dead letters, etc., under far more favorable security conditions than in the East due to the much less close surveillance by counter-espionage services in the West.
And this clearly represented a far greater advantage in the eyes of the Soviet special services (KGB and GRU) than the disadvantage for the GFSA of being observed by Western Β« razvedchiki[i] Β».
According to the owner of this plate it was gifted to a french army officier upon the end of the Soviet mission there.
