親離れをしたのか、それとも少し行動範囲を広げただけなのか。
まだ経験の浅そうな個体だった。
ヒグマは人間社会のルールを知らない。
住宅地と森の境界も、人が引いた線に過ぎない。
だからこそ、彼らは経験から学ぶ。
人の暮らしの近くに来れば食べ物が見つかる。
危険もなく追い払われることもない。
そう学習すれば、その行動は繰り返されるだろう。
逆に、人の生活圏は居心地の良い場所ではない。
近づけば不快な経験をする。
そう学習すれば、距離を置くようになる。
野生動物との共存とは、ただ受け入れることではない。
時には境界線を示すことも必要だ。
人間社会には法律があり、違反すれば罰則がある。
もちろんヒグマに善悪の概念はない。
それでも、人の暮らしに近づくことが利益にならないと伝える働きかけは必要だろう。
野生動物を守ることと、野生動物に好きなように振る舞わせることは同じではない。
むしろ長い目で見れば、適切な緊張感を保つことこそが、人とヒグマの双方を守ることにつながるのだと思う。

目の前に広がっていたのは、いつもの羅臼の海のはずだった。
けれど、その光景はどこか遠い国の海を旅しているようで、見慣れた景色とは思えなかった。
夕陽をまとった海をゆっくり進むナガスクジラ。
言葉にするのが難しいほど美しく、夢中でカメラを向けた。
そして、ある瞬間からはカメラを下ろし、海に浮かぶその姿を見つめていたようだ。
そんな風に味わっていたとは、後からこの写真で知ったのでした笑

珍しいものに心が動くのは、ごく自然なことだと思う。私自身も、その姿を見たいと願うひとりだ。
けれど、希少であることだけが価値ではないはずだ、とも考える。
白いシャチに注目が集まる今だからこそ、いつも海を泳いでいるシャチたちとも丁寧に向き合いたい。彼らがいるからこそ、この海の物語は成り立っているのだから。
夕暮れが近づき、やわらかな光が海を包む。
その静かな時間のなかで、1頭のシャチが大きく身を躍らせた。
珍しさではなく、その一瞬を生きる野生の姿そのものに、目を奪われた。

羅臼の海で初めて白いシャチAが観察。
そして同年7月には、2頭目となる白いシャチBが現れた。
2021年7月には、初めて複数頭の白いシャチが同時に観察される。BとC。白いシャチが並んで泳ぐ光景は、印象深かった。
その後も、
2023年5月（A）
2024年6月（BおよびC）
2025年6月（BおよびC）
と、白いシャチたちはこの海へ姿を現した
現在までに確認されている白いシャチは3頭。
そのすべてが、羅臼の海を回遊している。
私はこれまでBとCには出会うことができていた。
けれどAだけには縁がなかった。
会えなかったと言っても、まったく遠い存在だったわけではない。
Aが観察された翌日に船に乗っていたこともあれば、その前日に海へ出ていたこともある。気が付けば、わずか1日の差で会えなかったことが4回あった。
2026年6月8日、Aが3年ぶりに現れた日もそうだ。
私は前日まで船に乗っていた。
あと1日早ければ。
あと1日遅ければ。
そう思うことはあったけれど、不思議と悔しさはなかった。
野生動物との出会いは、頑張れば必ず叶うものではないからだ。
どれだけ海へ通っても、会える保証はない。
反対に、思いがけない日にひょっこり姿を見せてくれることもある。
だから「いつか会えたらいいな」くらいに思っていた。
シャチは長生きする生き物。
来年かもしれないし、もっと先かもしれない。
長く海へ通っていれば、そのうち同じ時間を過ごせる日もあるだろう。
そんな感覚。
そして今回、ようやくA と会えた。
確認されている3個体全てに会ったから何かがあるというわけではないけど、なんだかホッとした気持ち。
次は何年後でも良いや。
タイミングが合えば、観察できることだろう。

May 2019.
The first white orca, A, was observed in the waters off Rausu.
In July of the same year, B was observed, and in July 2021, B and C were observed simultaneously. Since then, white orcas have occasionally appeared in these waters, including A in May 2023, and B and C in June 2024 and June 2025.
To date, three white orcas have been confirmed.
Although I had encountered B and C, I had little luck meeting A. I missed seeing them by just one day four times. Even when A reappeared on June 8, 2026, after a three-year absence, I was on a boat the day before.
Strangely, I wasn't anxious.
Orcas are long-lived creatures, and I thought, "If I keep going to the sea for a long time, I'll eventually see one."
And this time, I finally encountered A.
Seeing all three confirmed specimens doesn't necessarily mean anything special. But it felt like I'd finally completed a small, unfinished task that'd been lingering in the back of my mind.
It doesn't matter how many years it takes to see them again.
Encounters with wild animals aren't arranged meetings. That's why I'd be so happy if I could see them again someday when the timing is right.

ヒグマは、ノノオト設立のきっかけにもなった存在。
そして同時に、知床世界自然遺産登録20周年事業の展示でも向き合った、「自然と人間の境界」を考える上で欠かせない象徴でもあります。
ヒグマの姿を形づくるたくさんの線は、自然と人、人と野生、その間にある見えない境界線をイメージ。
その線は、ただ分けるためのものではなく、互いがどう距離を取り、どう関わっていけるのかを考えるための線でもあります。
ロゴタイプの「NONOOTO」にも、仕掛けが。
文字の中央に白い線が通って見えるのは、自然と人間のエリアを仕切る「境界線」を表しています。
ただ、その境界は完璧なものではありません。
中央の「O」だけ上下が入れ替わり、ほかの文字の間隔よりも少し近づいています。
これは、自然と人間の間にあるバランスが少し崩れ、不均衡が生まれはじめていることを表現。
けれど、その不均衡は、まだ小さなものだと信じたい。
大きな不均衡は少しでも小さく、
小さな不均衡はできるだけなくしていく。
ノノオトは、自然と人がこれからも健全な関係を結んでいくために、何ができるのかを考え、模索し、伝えていく団体です。
このロゴに、ノノオトの姿勢と思いを込めました。

現在、美々川周辺域の開発に関する規制緩和の可能性が出ており、
北海道や苫小牧市ではパブリックコメントが募られています。
もちろん、パブコメはとても大切です。
でもそれだけではなく、
その場所を愛してきた人、その風景に親しんできた人が、
「残ってほしい」と思う気持ちを表す動きがあってもいい。
そんな思いから、ノノオトとしてオンライン署名を始めました。
ノノオトは、美々川と特別に深い縁がある団体ではありません。
けれど、苫小牧出身のメンバーがいたり、
美々川が流れ込むウトナイ湖やその周辺で自然に親しんできた人がいたりと、
私たちなりの接点があります。
私自身もまた、幼いころからウトナイ湖で過ごしてきました。
気づかないうちに、美々川の水が育む自然の中で、たくさんの時間を受け取ってきたのだと思います。
発信力は大きくありません。
でも、誰かが最初に声をあげなければ始まらないこともある。
たとえこの動きが、やがてほかの大きな動きに追い越されたとしても、
そのきっかけのひとつになれたらと思っています。

私の地元で、幼い頃からの遊び場にまつわるお話を少し。
野鳥の聖地「ウトナイ湖」は、世界的に大切な湿地として「ラムサール条約」に登録されている湖。
そして美々川は、湧水から始まり、湿地の中をくねくねと流れて、ウトナイ湖につながっています。
この2つは、切り離すことのできない、ひとつの自然だと考えています。
どうして急に地元の水場のお話なのか？
◼︎いま何が起きているの？
苫小牧市の都市計画審議会において、「（仮称）美沢地区土地利用方針」という案が話し合われました。
その内容は、国道36号線沿いの一部地域で、物流倉庫などが建てられる可能性が出てくるというもの。
開発となっても、「自然環境への配慮は、法律にもとづく手続きや関係機関との協議をふまえて対応する」と市の説明があった一方で、物流倉庫などの立地を見込む意図も示されています。

◼︎どうして、この動きが気になるの？
この場所は、美々川〜ウトナイ湖につながる水の流れ（川・支流・地下水）に近い地域です。
もし、造成（地面をならす工事）や舗装、掘削（掘る工事）、排水設備づくりなどが進むと、一般的にこんな影響が起こり得ます。
・雨の水の流れが変わる
→ 地面が固くなると、水が一気に流れて川の流れ方が変わることがあります。
・水がにごったり、汚れが流れたりする可能性
→ 工事の土砂、事故時の油などが水に入るリスクがあります。
・地下水の流れが変わるかもしれない
→ 掘ったり埋めたりすると、地下の水の通り道が変わることがあります。
美々川で起きた変化は、下流のウトナイ湖にもつながる可能性があります。
だからこそ、「本当に大丈夫なのか」を早い段階から丁寧に確かめて、もし進めるなら「守るためのルール」をはっきり文章にすることが大切だと改めて。
