O’Neals; and Max Arnold and John B. Gordon of Madera. 'It was largely through the efforts of Frank H. Davis, working with his friend Senator Andrew Schottky of Merced, that the 1937 legislature created Madera County as a new fair district, separating it from the Fresno district."
