先日視察した大阪府の委託事業であるNPO法人「こめっこ」の取組を紹介し、新生児聴覚スクリーニング後の相談支援や家族支援、そして手話と日本語のバイリンガル環境の重要性について訴えました。
質疑では、こども家庭庁副大臣から、きこえない・きこえにくいこどもたちが早期から適切な支援につながり、手話を含む多様なコミュニケーション環境の中で育つことの重要性について認識が示されました。また、医療、福祉、教育など関係機関が連携しながら、こどもと家族を支える取組を進めていくとの答弁がありました。
また、小耳症のこどもたちと家族への支援についても取り上げました。
小耳症のあるこどもたちや保護者が、日々どのような困難や課題に直面しているのか。その実態は必ずしも十分に把握されているとは言えません。私は、まず当事者や家族の声を丁寧に伺い、課題を見える化していくことが必要だと訴えました。
これに対し、こども家庭庁の副大臣から、令和8年度の調査研究の中で、小耳症のこどもや保護者が抱える課題の把握を進めるとの答弁がありました。
また、骨導補聴器や軟骨伝導補聴器など、こどもたちの学びやコミュニケーション、社会参加を支える補装具についても取り上げ、その重要性と保護者負担の実情を踏まえた支援の必要性を訴えました。
早期発見だけで終わらせない。相談支援、家族支援、コミュニケーション支援、補装具支援まで切れ目なくつながる仕組みづくりに向け、引き続き取り組んでまいります。
