This Grey Langur was reported to RESQ Charitable Trust (RESQCT)’s helpline, and their team responded immediately. They found the animal still mobile, but clearly affected. To ensure the langur’s safety, Dr. Mangla Gourav carefully tranquilised her, provided first aid and stabilisation on site, and transported her to the rescue centre for further treatment.

The Supreme Court’s latest stray dog order is being framed as “public safety.” But let’s be honest: when the law already provides a humane, science-based solution, forcing relocation is not reform — it is failure dressed up as action.

The Animal Birth Control framework was created for a reason: sterilise, vaccinate, recover, and return dogs to the exact area they came from. That is not a loophole. It is the law, and it is central to how humane dog population management works. The AWBI handbook states that sterilised and vaccinated street dogs must be released back to the exact location from where they were caught, because relocation causes territorial disruption, conflict, and undermines the programme itself.

In fact, the Supreme Court itself recognised in August 2025 that the ABC Rules were a “scientifically carved out” and “compassionate” solution, requiring dogs to be released back to the same area after sterilisation, deworming, and vaccination.

And yet now, for “institutional areas,” the Court has upheld non-release and relocation to shelters, while also permitting euthanasia of dogs deemed rabid, incurably ill, or “demonstrably dangerous/aggressive.” Yes, euthanasia in such narrow cases exists within law. But in a country with weak implementation, poor infrastructure, and chronic bias against street dogs, who believes this will not be stretched, abused, and misused?

If governments had actually funded ABC, anti-rabies vaccination, waste management, public education, and enforcement, we would not be here. Street dogs are paying the price for decades of state failure.
